GEPCO September Bill: Rs2.0581 FCA Charge Explained
GEPCO consumers may see a positive Fuel Charges Adjustment (FCA) of Rs2.0581 per unit in September 2026. The charge is not for electricity consumed in September. It belongs to units billed in July 2026 and is being recovered in the September billing month.
NEPRA approved the rate on 4 September 2026 under S.R.O. 1499(I)/2026. GEPCO is one of the ex-WAPDA distribution companies covered by the decision.

Why is the FCA Rs2.0581 per unit?
CPPA-G originally sought an FCA of Rs2.5182 per kWh, based on a claimed July fuel component of Rs9.6112/kWh against the Rs7.0929/kWh reference.
NEPRA did not approve that claim as filed. After reviewing fuel costs, previous adjustments and supporting records, the regulator worked out the final fuel component at Rs9.1511/kWh and approved Rs2.0581/kWh instead.
That distinction matters because some reports published before the final decision referred to an FCA close to Rs2.52. Rs2.0581 is the notified rate to use for the July 2026 adjustment.
How much can it add to a GEPCO bill?
The FCA is based on the units billed in July, not the units shown as September consumption.

These figures show the FCA amount only. They are not the total increase in the final payable bill.
Who is exempt from this FCA?
NEPRA excluded three groups from the July 2026 FCA:
- Lifeline consumers
- Electric Vehicle Charging Stations (EVCS)
- Prepaid electricity consumers who opted for a prepaid tariff
The regulator specifically states that the FCA does apply to consumption under the Incremental Consumption Package.
Rs2.0581 FCA is not the same as the Rs2.58 figure
September electricity reports may also mention an increase of about Rs2.58 per unit. That figure combines two different adjustments.
The July FCA is Rs2.0581/kWh. Separately, NEPRA notified a Rs0.5194/kWh Quarterly Tariff Adjustment (QTA) for the second quarter of calendar year 2026.
For a consumer to whom both charges apply:
Rs2.0581 + Rs0.5194 = Rs2.5775 per unit, or roughly Rs2.58.
The QTA runs from September through November 2026, while this FCA relates specifically to July units and is scheduled for September billing. The exemption rules are also not identical, so Rs2.58 should not be described as the GEPCO FCA rate.
What pushed July fuel costs higher?
During NEPRA’s proceedings, CPPA-G said geopolitical developments had raised RLNG prices. It also told the regulator that force majeure affected contracted LNG supplies from Qatar, increasing reliance on spot LNG.
CPPA-G also reported lower nuclear output because KANUPP Unit-3 was undergoing a planned refuelling outage during July. These factors formed part of the evidence examined in the FCA proceedings rather than a separate GEPCO-specific price decision.
What if the FCA is not on your September bill?
NEPRA ordered XWDISCOs, including GEPCO, to show the July FCA separately on bills using July’s billed units.
There is one timing exception: if a September 2026 bill was issued before the FCA notification took effect, NEPRA allows the adjustment to be applied in the subsequent billing month. An October appearance therefore does not by itself mean the charge is incorrect.
To compare the adjustment with the figures actually printed on your account, check your GEPCO bill and look at the adjustment line and July billed units.
